Plusieurs entreprises \u00e9taient autrefois en activit\u00e9 \u00e0 cet emplacement, l\u00e0 o\u00f9 la rivi\u00e8re Rideau se d\u00e9verse dans la rivi\u00e8re des Outaouais. La W.C. La W.C. Edward\u2019s Company s\u2019est tourn\u00e9e vers l\u2019\u00e9lectricit\u00e9 pour ses activit\u00e9s de fabrication. La centrale l\u2019a aliment\u00e9e en \u00e9lectricit\u00e9 jusque dans les ann\u00e9es 1920, apr\u00e8s quoi diverses entreprises ont occup\u00e9 le site. Le Conseil national de recherches a pris la rel\u00e8ve des activit\u00e9s en 1937 et entrepris de vastes travaux de remise en \u00e9tat de la centrale. Avec une hauteur de pr\u00e8s de 60 pi (18,3 m), le grand barrage-vo\u00fbte \u00e9tait au moment de sa construction le barrage le plus haut en Am\u00e9rique du Nord. Elle a \u00e9t\u00e9 am\u00e9nag\u00e9e sur les fondations d\u2019un ancien moulin \u00e0 provende qu\u2019avait reconstruit en 1861 James C. Foster. La centrale de Washburn a ferm\u00e9 en 1972 pour des raisons \u00e9conomiques. Une subvention gouvernementale a permis de la remettre \u00e0 niveau en 1984 et de la red\u00e9marrer en 1985.
